Dig around on barf (bayarearidersforum.com) and see, I think there's still an outfit that knows ways of street legalizing a dirt bike, but it's hard to do too. Oregon may be the way to go for you 
huh, well iv got family in OR that would be more than happy to "buy" my bike and then sell it back to me. the bike when stock had all the stuff it needed to be legal i think. had a headlight and brake light im sure.
