Yes, it uses electricity to bond the powder to the wheel. You spray the powder on with this gun that electrically charges it, then you bake it for 40 minutes or so. Thats how you powder coat stuff. It is a really nice system, it has been used for wheels (and countless other things) on many different trucks here at school. I like it because it is free through the school and works darn well. If any of you ever feel it or see it, its real powdercoating and no it doesn't flake off. I did a test piece of flat bar I had laying around, and the only way to get the stuff to come off is hit it with a hammer really hard.
