most states do have mudflap and height restrictions. most states require covering the tire for its complete width and to the center point of the axle. height varies. in washington you can technically only have 3 inches of suspension lift and 2'' of body lift. these are not found in the normal vehicle code but in the state's administrative code most people don't go there to research issues. I have seen rigs get impounded here in Washington for height and mudflaps
