You are right about random mutation through errors, BUT, mutations also come about through environmental influence. That influence can cause a focused mutation. The mutations in this virus are of the latter.
Here I don't understand what you mean.unless you are saying that mutations were introduced by gene targeting, then it is the other way round.
Random mutations occur, and environmental factors allow for some of these mutations to become prevalent.
