Ok so I know EVERYTHING I am looking for can be found in the search bar BUT..... I am looking for a combination answer. So to start my question what is the best all around break set up?

Options I have found;

1. bigger MC with 1" bore
2. upgraded booster (not sure what to use)
3. rear disks (what setup should I go with? I like the idea of keeping the e-break)
4. I have not really found any definite front break upgrades that have proven their worth.
5. Manual proportioning valve. I like the idea of it in the cab for ease of use but is it safe for road use?
6. remove the LSPV (I am doing this just have not yet.)

Sorry i know individual answers can be foiund in the search but I could not find anywhere that suggested a certain combination of parts

Big tires + little brakes = zero stopping power

I'll just add a train horn and signal every time I come up to an intersection just to let others know a trains coming through.

I have one and it works pretty good... even with the gear oil all over it from a bad seal. replaced the seal but oil is still in  the pads

There is not a "safety" to pass in Arizona so I wouldn't know. However, I do know for a fact that big box trucks and big flat bed commercial trucks use the same kind of e-brake system. The disk or drum on the output shaft of the transmission.

I'm assuming you have an '83.  I'm assuming you have or will have 35's or larger and things uping your weight, armor/winch/dual case/etc.

V6 rotors up front may require 1.) 1.25" Wheel Spacers with some 15" steel rims (i needed them, others say the clearance was okay) or 2.) 16" or larger rims

I have done the V6 swap up front.  I still have the stock MC and Booster.  I am fine with the performance, you may not be.  I have heard the booster makes the most difference in terms of brake feel once going to V6 rotors because of larger tires/more weight.  I am not convinced how much better a larger MC is.......yet.  I'm only on 35's and i drive slow and i have rear drums.  I have heard the LSPV delete is fine and adequate for rear brakes (drums).  Rear discs seem like a luxury/convenience not a necessity.  I will eventually go to discs in rear only because I prefer servicing dics over rotors and drums are prone to early 'failure' from offroading.  Not going to discs because of performance gains (you may want more performance than me though).  I would not recommend putting an LSPV in the cab unless you have a dedicated truck that you and/or other 'more than competant drivers' would have access to.  Too dangerous in my mind.  I would feel horrible if I let somebody drive my truck, they play with the valve, it cause them to wreck and get hurt or worse.  So if it is a dedicated truck (trailerd, etc) i guess go for it but i don;t see the advantage or honestly any good reason to put it in the cab.  It should stay under the hood preferrably or back at the rear axle where the stock LSPV is at.

Why are you wanting to upgrade?  Depending on what you have or plan to have it may or maynot be necessary to upgrade any or every component.  I am in an 85 runner, armor, winch, dual case, 35's for now and have not needed to max out the upgrades yet.  You may be able to save some money, only do what is necessary and get upgrades for other vehilce systems.  Just a thought.  Good luck on figuring out what your gonna do and getting it done.

I ran the 1" master and it worked good with 35's.   but it rarely saw the highway.

I have 35" tires with FJ-60 front rotors, V6 calipers, FJ-80 MC, FJ-80 dual diaphragm booster, and I am still running a LSPV. The biggest change I noticed was when I installed the dual diaphragm booster. If I'm not careful it could put through the windshield.
