New fuel filter, air filter, plugs, cap, rotor, wires, clogged cat....? could be a combination of many things. how much have you checked?
Starting from scratch again...

O2 sensor, nor do i even know what those are

It's that "thingy" in the header with a wire coming out of it. if you don't have any  such "thingy" on your header I think we may have found the prob.

and the throttle  position sensor  is the  sensor looking "thingy"  where the air  goes  thru the throttle plate,   it  tells the computer the "position"  of the throttle

My 22R got 11 MPG, no matter what I did and my 3.0 gets 10 if I am lucky. Never got good milage with any toyota I have owned Avg 200 miles per tank ( Truck) 3.0 gets 175 per tank.

Good luck.
Like Big Mike would say think smart Lighten up your truck, run synthetic oils in gear box and rears for less resistance.

I'll say it again O2 sensor, when I changed mine I went from 12 Mpg to on average  about 20 mpg. This o2 thingy is that thing that sticks out of your exhaust manifold or header.

:yikes: that is terrible!!  I get 17-18 mpg, and thats with 5.29s and 35"s

mcg_916, check your codes, even if the light isn't on, a code may have tripped at some point in time.  in the diagnostics port on next to the fuse box in the engine compartment, put a jumper wire (paper clip) in terminal Te1, and E1.  Then you turn the key to the ON position, and count the flashes of the echeck engine light.

Is this a 22R or RE? Fuel injected or carbed? If it is fuel injected then you more than likely found the problem, you got to have an o2 and if you don't you are going to have to get a header that has provision for one, or find a weld in bung for it and weld it in. Then you will have to find the connection for it to hopefully it is just hanging there, if not you will have to trace it from the computer or just run a new one.

Tire pressure has a bigger effect than just about anything in my experience.

With gas over $3/gal (prob over $4 for you Cali guys), tires are cheaper than gas - don't worry about the wear!

If I read correctly that you do not have an O2 sensor, I'm surprised you havent noticed the 'Idiot' light to indicate a code fault requiring attention. Try to locate the wire (85 model) or wires (86 to 89) and three or more (from 90 and up), this will indicate the O2 sensor required.
I welded the O2 bung vertical on the header collector and found it to work fine, this might have something to do with my 4Runner being a 1985 and originating from Japan and shipped to Vancouver with no pollution requirements (ie. no pump, no cat and minimal Egr). My son-in-law's 87 4Runner requires a 2 wire and the header I ordered came with the O2 bung welded onto #2 Header tube just after the cross-over pipes.
Wow, been looking at my 4Runner rust away too long, need some inspiration and here I will find it...!

85 Toyota 4Runner, solid axle, 22Re, original paint and graphics and not a straight panel to be found!
