Look into some cheap steel wheels in the 16" flavor, and then look around for some decent or new cheap 255/85-16's.  They are about a 35"ish, and if you can find some in a 8ply, then they won't be so heavy.  They are tall and skinny, so you would have less contact patch to keep friction with the road down.
