Did a little tinkering and made some progress.  It wasn't idling high really, but it did mostly stop loping and missing when I backed the idle screw out a bit.  I screwed around with the mixture and it seemed to run best with the screw way out, and I was able to get rid of quite a bit of low rpm hesitation, but the biggest discovery was that the hesitation completely dissappeared when I closed the choke down about 2/3.  I'm thinking I either have a plugged jet or orifice, but the float also seems to be set really low since there wasn't even fuel over the jets when I pulled the top off the carb!
