I will say that most "rebuilt" carbs I have dealt with have been
outta the box. I have dealt with this for years. BUT, if you have the same issue with a known good stock carb, it sounds like maybe you have misrouted a vac line or possibly you have a bad delay valve that goes to the choke breaker. double check your vac lines. again.
