What does this mean?

Had to stop at an out of the way gas station today on the way to a friend's house.  As I was getting ready to leave, a fine upstanding flat-biller sitting in a mini van asks if I redid the side plastics on my bike myself, then compliments my work.  Nothing terribly new, despite my bike looking like it belongs to a tweaker, I still seem to wrangle my fair share of compliments.  I don't think I look at all like a tweaker, and definately don't come across as one if I speak to somebody, but I was wearing camo pants instead of the normal dickies so  :dunno:

We only spoke very briefly, me mentioning that they'd look better if I'd been able to shoot them with the gun but couldn't since my compressor was stolen, then I turned back and started putting on my gear to go and he called me over to the van.  Again, nothing new, just figured he was going to give me his number and tell me to call him when I went riding, which just means I'd have another number to lose.  As he's writing down his number he says "I help people double their income.  My brother in law is a bigwig in san fransisco and we like to help people double their income."  I just say thanks, have a good night, and head on my way.

So how was he implying he could help double my income?  First thing that came to mind was drug trafficing/distribution.  Anything else would be a total guess, but I also considered something like a chop shop or auto theft.  Any guesses?
