engine sitting for a while

i have an 83 ppickup and the motor was no good so i ended up getting a engine from a friend who wrecked his 84 so its still a carb'd 22 re. The engine was in a truck that was rolled and then it was towed away as far as i know it was never fired up again and it has been sitting for about 4 months. It was lso rebuilt about 10000 miles ago.When i checked compression it was low, one of the cylinders was below 90 but after i started it up for a about 30 seconds i noticed that compression came up in all the cylinders but one of them is still at 120. When i pulled the plugs they had a lot of build up on them they almost look like they have been sitting in water for a while. I guess my question is whats with the compression going up and whats with the build up on the plugs? Any suggestions would help.  thanks

the rings were dry. letting gases go by them. oil on the wall and rings help seal the chamber.
Dr.Maxwe001 – well i have a 15 gal compressor now and if I gett he 60  and then use the 15 as a reserve that wil give me 75 gal  thats close to 80 isnt it ?
