I am trying to "tune" my 22r and while in the driveway after taking the rpms up oild poured out of the valve cover breather? Is there any other reason for this other then over filling the oil level?

It is because the engine is a sealed system, vented through the PCV valve into the intake system. It could also have excessive blow-by that is caused by bad rings. Run a compression test--wet and dry.
