If you're talking about speeds above 30 mph in a truck with aftermarket parts (i.e. lift kit) then it's likely that your front driveshaft does not have the proper angles to run smoothly.

I just read your question again and the above may not specifically apply; however, when the hubs are locked the driveshaft is loaded and will have different "vibration" characteristics.

What speeds are you talking about?  Are you talking about on dirt or pavement or both?

If you have a locker you could try locking one hub at a time to see what happens.

What type of truck?
1989 4Runner: Dual Ultimate (Inchworm front & Marlin 4.70 rear), Marlin Twin Stick, 1200-lb clutch, 4.88 R&P, Aussie Front, Detroit rear, 30-spline Longs, Long hub gears, ARP hub and knuckle studs & 35x12.50 Cooper STT PRO tires.  Marlin rear bumper & sliders.  FROR front bumper.  SAS with Alcan springs & Rancho 9000XL shocks.  Budbuilt Bolt-on traction bar.  Custom Interior Cage by Those Guys Rod and Customs.

Moab Tested & Rubicon Approved

speeds around 10-20 on or off the pavement has the same vibration... it crawls fine at low speeds like 1mph lol

yeah depending on  how steep the angle is makes a huge difference, on mine with the 4in marlin springs i had massive vibration. i bet if you are in 2wd and lock your hubs you will get the same thing too. so go high pinion or stacked cases
