Damn I would plate it all and recut the holes man. Itd be a pain to plate only the top and those holes being so close is scary as hell

notching out the top plate for the sleeve would be about the best you could do. it would probably be stronger than stock if you did that.
what do u mean exactly? wouldnt it be better to just plate the whole thing and start over drilling a new hole?
This what I did. I used 1/8" plate x 5" long. I marked the plate in the center [2.5"] & used a hole 1 1/2" hole saw & drilled. The I cut the plate in half at the hole then made 2 plate. Fitted them above & welded.
