You mean like, give the dogs rabies shots? 
mabye it's just me, but 3 people dying from rabies doesn't even cone close to justifying the killing of 10 dogs even, without knowledge that they're carrying the disease.
I do know exactly what would happen with one of those sticks if someone cane up and started beating one of my dogs though.
