Crack the bleeder at the lspv and have someone (or a 2x4) push the pedal down with it open. Hold the pedal, close the bleeder and repeat. Bleed the lpsv first before worry about the wheels. By the way I hope it's not a NAPA reman master cylinder . I bought one and bench bled it and had the same problem you're havin. New parts don't mean good parts!!
