Exactly what it says, it adjust the cold fast idle when the choke is on.
the arrow is pointing to the cold fast idle adjustment screw.... it is not the one in the green circle, or there is an extra screw exactly where the arrow is that i dont know what it does...
and, the choke is actually supposed to be off when performing the cold fast idle tuning per toyota
