Do you have an idea where the whining noise is coming from? Could be the PS pump is bad or just low on fluid.
How did you bleed the brakes and in what order? Order should be left rear, right rear, right front, left front.
Also maybe check your brake booster pump. Step on the brakes with the engine off and hold them. Turn on the engine and the pedal should sink around an inch. If it doesnt then your booster isnt working. Check the vacuum supply from the engine. If its good then its the booster.
