There was a period of time where a lot of cars use to have the mirrors mid way out the fenders like that (Japan and Europe mostly, I do not know American).  Toyota 2000GT, Datsun Skyline's (one of my all time favorite cars) to name a couple.  They are most likely just trying to emulate something of that nature.

That definitely sums up half the Powerstroke drivers here in town.  Drive them till the blow.  And then wonder why it drives like :pokinit:.
