Well here is something I have always wondered.

Why is it that almost every time you reach a sharp turn in a road where the speed limit is dropped significantly, there are always TWO speed limit signs? IE:

45 MPH speed limit. Then 10 feet beyond that sign, it says 25 MPH speed limit with a sharp turn sign? Why even put the first sign if it is almost instantly changed from 45 to 25? I see this all the time, one sign saying one speed limit then immediately changing it....

The 25mph sign isn't a speed limit, just a strong suggestion for the speed to take the corner.  Or a challenge to double it...

So does that mean if you pass a CHP in an advised 15 zone and the speed limit is normaly 35, and you are going 35 you aren't speeding? Not including school zones or construction zones etc.

Correct.  Only the white signs are law, the rest are advised.  However, they can get you for reckless driving, endangering the public, etc.  if they feel your speed is excessive.   Once again, not including school zones, construction, etc.
