what does this mean in english? do I need flaps and flares or just flaps. The cop could only tell me I had too much tire showing.

It has bump stops. Id call them flat or tired. The springs are 30 years old. up side it rides soft.

I had that problem and I found out that my hub was put together wrong(backwards) fixed it and it worked great

Yeah I just got a ticket for no mudguards. I already had big ass mud flaps but he wrote me up for mudguards which are fender flares. so I have to get fender flares now too. lame ass CHP

Yup... I don't mind the mud flaps but the fender flares to cover the 1.5" of tire that sticks out is just retarded. I see so many outrageously non street legal trucks driving around all the time and they have to pick on us who barely push the limit of the "law"
