A dirty grungy lawn mower engine is a good thing.............

Because the dirt absorbs the oil from the leaky top shaft seal.

More oil, more dirt is captured, which will catch more oil.

Otherwise oil flings all over the top of the engine and, then on to the base of the mower and the exhaust manifold.

Don't do it.     Don't clean that lawn mower engine.

I'm confused. Does the dirt catch the oil or does the oil catch the dirt?

Maybe you should remove the top oil seal. This would allow oil to coat the deck so it doesn't rust.
