i have an 85 4 runner and my speedometer works but it takes about 40 secs to tell you how fast you are going. i dont think it is the speedo cable because the odometer works fine, do i need a new gauge cluster?

Check the back of the speedo where the cable goes in too.  If somebody greased it too much they can lag or hangup.
