bleeding the steering box??

i found trail gears instructions and it said turn lock to lock 20 times and refill as needed... dont run with the engine on ect.... i have the older style steering box with no bleed valve.... tried turning it lock to lock about 60 times and the level didnt go down?? :beerchug:

I've always done it with the truck running.  fill the reservoir, fire it up, go lock to lock and keep the reservoir full until the fluid no longer foams.
