The shackle is giving it support and those springs arent completely shot yet.

When my rig was stock, my rear leafs were so flat almost inverted the tires would rub the rear fenders when i entered driveways. XJ springs will sag bigtime.

that looks like a 4.5" rough country lift w/ add a leafs... but maybe it is full packs, however my rear springs were flattened, a friend of mine had a set of 3.5 packs that had the main leaf bent, just by adding the bottom leafs mine sat up the way it did when the lift was first put on (rear a lil higher)

for your condition i would add a full length add-a from anything with decent arc.  temporary until you get everything else set up to go bigger
It may not be the end of the world.... but it may be the end of all hope... F' it can't turn around now.

Well I guess after looking at my buddies lifted cherokee Im all shackle in the rear I think im just going to block it or do the add a leaf thing. Because now if i get the right springs I will be way hi in the back on account of the huge shackle
