22r engine problems

So i just picked up an 83' truck and the p/o said the #3 cylinder is bad. the engine runs but sounds like crap. i pulled the #3 plug wire and the engine runs the same way "no change". so then i pull the #2 plug and still no change, and then the #1 plug and the engine starts to almost die, the same with #4. So then my neighbor and i do a compression check.
#1-is around 75
#2-is around 20
#3-is around 20
#4-is around 75
After that we do a leak down test. On #2 and #3 the air comes out of the tail pipe which my neighbor is telling me that the valves are bad on those two cylinders, and its probably not the rings.
Im no engine expert so does this sound like the problem. (Bent Valves).

Best advice...pull the head, inspect the head and repair/replace, drop oil pan, check crank.  Put back together...if still no pressure bad rings.
IFS is best kept at ambient temperature in a pile of scrap in the backyard.  When kept under a functioning vehicle, it tends to greatly diminish said vehicle's offroad ability.     -reklund5

Sounds like it's time for a rebuild.   if budget and time allow.

actually it sounds like the timing chain stretched and its so far out of time the valves are open when the piston gets to the top so it cant build compression,

pull the valve cover  and probably the head,  stock rings are fine for 200,000 miles

so we found out the valves were too tight. we backed them off and the motor ran great. The timing chain is pretty loose so im going to get changed out and get a tune up. then it should be all good.
