Yes but California already gave IOU's to taxpayers in leu of a refund last year and banks are refusing to cash them out.
I remember hearing about that -- but I thought only a few banks (temporarily) refused them....
Haven't all those IOUs have long since been paid off by the state?
At any rate, it's a small bandaid for a gaping wound.
