Then I want to get the interest I would have earned on that money by putting it in a CD or something. It's basically a interest free loan to the state in order for them to "balance" the budget. It's a bunch of smoke and mirrors.

Then give you a bigger refund in April....
Just increase your exemptions to compensate.
