I was taught to torque the 21mm lugs to 75 ft-lbs.  I'm sure that's not the factory spec, but it's pretty close and I've never broken one or lost a wheel.  The 22mm lugs on the newer 5 lug cruisers and Tundras are more (around 100 ft-lbs I think).
