5VZ - 3.4 vacuum hose problem

I have a 1990 4Runner with a 3.4 swap.  I bought this truck used  and the engine swap was done by Yota Masters in Corona, CA.  Originally it had a cold air intake on it and I removed it and put the factory air tube and air cleaner assembly.  The air tube has a small box that hangs off the front of it and it has a vacuum hose nipple on it.  In researching what connects to it I found the air conditioning idle up valve was missing one of its two nipples and there was silicone over it.  I went to my local Toyota dealer and got a new valve.  From there I connected a vacuum hose to it and when I run it my idle is way too high.  If I remove the hose and cap it, it is fine.  Does anyone know what is causing this?  I have attached a picture of mine and pics of others online that are configured the same way.
