i know this sounds dumb.  is there any mechanical difference between the red hubs and blue ones. my red hub disengages and engages just fine. and the blue one is hanging up and not freeing itself all the way. i can turn it by hand and there is ample grease.

no. and the grease is probably what the problem is

When I bought my 4Runner the guy had improperly installed the right hub, when installing you must make sure it is in the open position and that the spring is fully retracted and locked. Don't know if this may be your issue, compare the one that is sticking to the one that is working. If the inside of the hub is retracted that is the open position, if it is not retracted and it says it is open it will hang up and stay locked even though the hub says it is open.

yea i put the other side together fine so i dont know why this one is being sassy.   But when i install the drive gear and springs i retract them all the way and make sure its on free. its got a bit of a hard spot at the end of turning it when its installed.  Yesterday when i reinstalled it so i could be locked all around (because i couldnt make this little climb) i put the gears back in, unlocked opposite side and put truck in 2wd and the front driveline spun for about a revolution then caught back up and locked itself and wouldnt spin  freely till i pulled the gears back out.
