Under WOT it could run out of gas when you first get on it.

It could also starve for fuel on climbs or desends, depends on were the carb picks up the fuel out of the float bowl.

I read you just rebuilt the carb, I have to do that and am looking for advice. Is it hard? I have never rebuilt one before.

In the float bowl site glass there is a low and high flat part of metal holding it in if that makes any sense.  I run my carb so the fuel level is on the lower level marker.  When wheeling you float will bounce which will cause the bowl to over fill.  Then it floods out the engine since the fuel is bypassing the float bowl.  I need be I can find a pic of site glass and draw what I am talking bout.
