I have a 22r that's been running hot lately as soon as i start driving slow(low range). When I'm on the highway the motor runs cool. My fan is working when i lift up the hood. Could this be a sign of a bad thermostat? What else could it be? (The only thing I've changed recently was removing the fan shroud)
At highway speeds ram air is enough to cool the engine.A iffy fan clutch with the absence of the shroud might just lose enough air flow to overheat.

put fan shroud back on its it stops overheating than thats it why did you take it off
Plenty of guys run without fan shrouds, but I'm a firm believer in the benefits them. You said your fan was turning, but was it actually engaged or just freewheeling? With the engine off, you should be able to turn it by hand, and you should feel some resistance, kinda like it's turning in gooey molasses. The clutch contains a temperature-sensitive silicon fluid, and some fans can be taken apart so you can replace the fluid. I don't have a part number, but you should be able to find it at any Toyota dealer.
