charging system issue

hey guys i have an 82 toy with a charging problem. i replaced the alternator and voltage regulator with Napa parts and the charging system only kicks on after revving the engine above 3000 rpms. battery is good. good cables and terminals freshly cleaned. any ideas??????

either a bad ground or a bad alternator or regulator..... i dont trust parts store alternators... napa is usually pretty good, but i still dont trust them for crap.....

just because its new  dont mean its good,  it sounds like the regulator is bad
