Ignition Timing - 89 4Runner

I have been playing with the timing on my 89 4Runner's 22RE recently and I can't seem to get it where it should be.  I know the basic process, but what I can't figure out is what I'm supposed to "jumper" while setting the timing.  There are some instructions under the hood that show a diagram, but I don't understand it.  I know the timing is too far advanced because it pings just a bit at low rpm under load.

Do explain...

Also, is there a what to manually set the idle speed or does the computer automatically do that?
