Check these out, maybe this is what you need up north there. They'll keep your rubber under cover and they won't rust.

I got picked up for running 12.50"s too when I moved up north, I told the cop he's nuts.

I threw some Bushwhackers on, I hate flares, but I learned to live with 'em.  They don't look that bad either.

go to you local truck shop ... the ones that deal with the big rigs. they sell rubber flair material by the foot. If you take your time installing it it looks good. I got nailed to and had to do this. Cost me about $80 canadian much cheeper than bushwacker

According to the laws any flare that sticks out more than 3" from the fender is illegal so technically going fill width is illegal.  BUT the laws about flares and mudflaps are simple.  The tires need to be coverec allt he way to the edge of the tread both front and rear.  The mudflaps need to be within 4" of the tire and they need to be down to the center of the axle tube minimum.

A local guy in town, has a first gen p/u with a modified bed, and for fenders, he's used the plastic single axle truck fenders, got them at the local truck shop.  Looks pretty sweet, try to get a pic the next time I see the truck!
