the first thing you want to do is check the cam and make sure there are no flat spots, it is an 83 and kinda old and driven by a kid from what i have heard. then go down the line starting with the #1 cylinder and feel the rocker arm for any kind of play, if there is then tighten slightly, you dont want to overtighten or you valve will never close, so just get it pleasantly snug. use a 19mm socket and a ratchet to turn the crank clockwise till the next valve is not compressed by the cam and do the process all over again.

here's how to do it.  you'll need a 12mm open end wrench, a screwdriver and a feeler gauge(the angled ones are the best)

1. pull the valve cover.
2. take a breaker bar and a 19mm socket, put them on the crank pulley, and turn the crank until the mark is at TDC(0* mark).  if the #1 intake rocker can be moved back and forth(push or pull it along the rocker shaft) you can start.  otherwise rotate the crank one more turn.  if it was tight before, it should be loose now.
3. find the .008" blade on your gauge and try to slip it between the valve stem and the adjuster on the #1 intake rocker.  generally it's gonna be off, so take your screwdriver and wrench and loosen the nut, then screw out the adjuster.  put the gauge in there, screw in the adjuster until the you can barely feel the gauge drag when you pull it back and forth.  you'll get a feel for this eventually.  you don't want it too tight or too loose.  when you get it where you like it, push down on the rocker and tighten the nut with your fingers.  then take the screwdriver to hold the screw in place and tighten the nut with the wrench, and recheck the clearance.  if its off you gotta do it again :slap: patience is the key
4. do the same for the #2 intake rocker
3. do this for the #1 and #3 exhaust rockers, but use a .012" blade
4. rotate the crankshaft again, to TDC.  the #3 intake rocker should be loose.
5. adjust the #3 and #4 intake rockers to .008"
6. adjust the #2 and #4 exhaust rockers to 0.012"
7. put the valve cover back on, you're done!
