Fuel tank swap

Only in certain parts of California do you have to worry about this! I want to do the fuel tank swap in the link below but does anyone know if it would be California smog approved? I'm guessing as long as its connected correctly but it's definitely messing with the evap system.

It shouldn't be that hard to mount in some return lines and such.  Get a new tank, and fab in all the needed hook ups.  Mainly a return line.   But that can be fabbed right into the filler neck.  The only difference then, would be the length of line ran.

The difficulty if any isn't the problem. The problem is it a California smog legal modification.
