1982 22R Timing problem

Well, actually the PO said he put a 81 motor in.  Problem is that I can't get the timing right.  The base timing was set way advanced off the scale but I've never heard the truck ping.  Retard all the way and doesn't go to the right of the scale.  Reindex distributor and I can't get north of the scale.  Checked timing chain alignment and it looks 1/2 tooth off center to the left.  Timing chain didn't seem loose.  Wondering if the head was previously shaved?  Looking for ideas.
