Requirements for a fuel cell

I am planning on building a fuel cell for my 4runner it will be out of aluminum and was wondering if there are any dot requirements for it.  Also are there any safety concerns such as do I have to paint it for anti-spark.  Any ideas would help if you have already built one, I am curious about a fuel pump and a fuel level indicator thingy (official name, lol).

I am in Cali, and the only requirement is that it passes an EVAP test.  I did aluminum for two tanks.  Just use your sending unit of choice and make it work.  I have a supra sending unit in mine and I run an external pump, fed to a chevy motor.
