Carbon fiber is normallly not clear coated. It sounds like it the resin that is chipping on you. I have heard that you can use fiberglass resin to fix it but im not sure. I have never tried so don't take my word for it. If it just needs to be polished use a da sander with 800 grit(depends how bad it is) and work you way up 1500 or 2000 grit(wet sanding works best) then use a car polish and wax.
