It depends on if he had a tag and a big game license and it was in season. If he had them and was in law then he was all good. If he didn't have the proper tags then he was wrong. were I live in alabama the state deer population is boooming. Maybe out west where the weather plays into the herd health they are not booming as much as they are here. but just cause you don't see them don't mean they ain't there. What if the bear was charging at him and he shot to protect himself?
