how do the shoes look compared to the pads? if the pedal doesn't drop when you crack the bleeders then most likely you have a blocked or collapsed line. also remove the bleeders completely from the wheel cylinders and clean the bleeders out with a small drill bit. i have seen them rust shut when people loose the rubber boots that go over them.
