Was the float replaced at the time of rebuild? If not, it could be filled with fuel and sinking causing overflowing. Or even something caught in the needle and seat could do it. Sounds slike it should come apart either way. Some how it sounds like the fuel level is too high and it spilling out of the vent at the downhill angle.
