You would be best to get the winch first, then if the measurements were small enough you might be able to cut the middle bar out from the hoop...forget mounting the winch though, the most important issue for me would be - are the bumper to frame mounts strong enough to hold the entire weight of the truck off the bumper?  Probably not so your first issue would be beefing the frame mounts.
IFS is best kept at ambient temperature in a pile of scrap in the backyard.  When kept under a functioning vehicle, it tends to greatly diminish said vehicle's offroad ability.     -reklund5
