1----find a flat washer that fits the hole and the bolt, and a larger washer to fit between the head and that washer shouldnt need to weld it,
2--- ubolt flip kit shouldnt bother the tierod
3----shim, i would install the spring and make sure it actually leans befor i welded a shim in, but you could find a old thin leaf and cut it down
4----not sure, mine are in the stock location, should be vertical,
