I would recomend a 4"angle grinder from harborfreight tools with the thin cut off wheels. They go on sale for around 15 bones. Mask the cut as GFerris suggested. Avoid sawsall cuts as they are prone to stretching the metal around the cut as they reciprocate, leaving a deformed edge on the fender.
