I've always ran 12.50 wide tires on 8" rims. I don't like having the rim sticking out as far as the sidewall with 10'' rim. You'll be more likely to blow a bead with the 10's.
There's definately not a safety issue. Sounds to me like your local tire shop just wanted to sell you some 10'' wheels.
