The check valve in the oil filter should keep it mostly full of oil. quality oil filters tend to do a better job of this. (OEM Toyota)
I have replaced oil filters that felt really heavy due to incorrect change interval. The filter will start to bypass (no longer filter the oil)
once it becomes plugged/ restricted.
