I'm thinking flush. The allpro springs are a little shorter than some others so your shackle angle would be steep if you move the hanger forward. I'm sure allpro has instructions on their site. The safest way is going to be tacking the hanger on then setting the vehicle weight on the springs and looking at your shackle angle.
